Level 1: the annual baseline
A Level 1 inspection covers readily accessible portions of the chimney exterior, interior and accessible appliance connections. It confirms the structure is sound, the flue is clear of obstruction, and there are no obvious hazards.
This is the right inspection when nothing has changed: same appliance, same fuel, no events, and the chimney has been maintained.
Level 2: when something changed
A Level 2 adds a video scan of the flue interior along with accessible attics, crawl spaces and basements. It documents joints, tile condition and clearances you cannot see from the top or bottom.

What you should receive
Regardless of level, you should get photographs and written findings that say what was observed, what needs attention, and what can wait. Verbal-only findings and pressure to sign the same day are red flags.
